Cook County Health Launches First-Ever Nursing Strategic Plan to Shape the Future of Patient Care and Nursing Services

CHICAGO – September 26, 2025 – Cook County Health (CCH) announced today its inaugural Nursing Strategic Plan 2026-2028, a comprehensive roadmap designed to guide the organization’s nursing workforce and elevate patient care and nursing services over the next three years. The plan, developed with input from nurses across the system, is a testament to CCH’s deep commitment to nursing excellence and innovation.  

“Nurses are the backbone of our healthcare system, this new strategic plan is a powerful statement of Cook County’s commitment to supporting them and the vital work they do,” said Cook County Board President Toni Preckwinkle. “This investment in workforce development, professional excellence, and innovative care, ensures Cook County Health is not just planning for the future of nursing but it’s actively shaping a healthier, more equitable future for all our communities.” 

The strategic plan is built on three key pillars: workforce development, professional excellence, and innovative care delivery. It outlines objectives aimed at enhancing patient safety, fostering a supportive work environment, and advancing the practice of nursing throughout the health system, which includes two hospitals, one dozen community health centers, correctional health services, Cook County Department of Public Health and CountyCare, a Medicaid health plan.  

“I am thrilled to celebrate Cook County Health’s first Nursing Strategic Plan. This milestone is a powerful reflection of our collective commitment to nursing excellence with a bold vision for our future,” said Dr. Erik Mikaitis, Chief Executive Officer, Cook County Health. “The objectives outlined in this plan are not just goals; they are a reaffirmation of our dedication to our patients, our communities, and the advancement of the practice of medicine.” 

The launch of this plan follows a period of notable achievements by the CCH nursing team—advancing quality outcomes, improving nurse satisfaction, and sustaining a registered nurse turnover rate well below the national average. These successes create a strong foundation for the next phase of our strategic initiatives 

“This strategic plan is the result of a collective effort, capturing the voice of our nurses and our shared commitment to patient-centered care. It is a guide that will help us further cultivate a culture of professional growth, innovation, and leadership, ensuring our nurses have the resources and support they need to provide the best possible care for every patient we serve,” said Beena Peters, DNP, RN, FACHE, FAAN, Chief Nurse Executive, Cook County Health.  

The plan will serve as a living document, guiding CCH’s nursing leadership in decision-making and resource allocation to support the organization’s mission of providing accessible, exceptional care for all. 

The Nursing Strategic Plan supports to overarching strategic vision for Cook County Health as outlined in its upcoming three-year strategic plan, Transforming Care Together. The health system’s strategic plan was approved by the Cook County Health Board of Directors in August 2025 and is now under review by the Cook County Board of Commissioners.
